I am not an expert so I am uncertain as to the many reasons it could be. Cinnamon and sugar is ONLY on top of bagel not cinnamon in the bagel. This was my first experience cinnamon not being in the actual bagel. Everything bagels, one was great textured with all seeds. One had a few seeds on top as though it was the forgotten one.
