Over half of it is solid white rice, the remaining bit is overcooked steak fat and grissle remnants, rather like the "Isotope Dog" from the Simpsons (there's a visible dividing line between the two), rather like the cook decided there wasn't enough steak left in the prepared bin, and decided to simply scrape the remnants off the range and pack the rest with rice.
